No, atta is not considered to be refined flour. As per FSSAI regulations, atta is term used only for wheat flour, whereas
the term refined wheat flour is to be used for maida. Hence, the term atta when used singly or as ingredient implies that it is wheat flour and not maida.
Does Atta expire?

A use by date is printed on the pack. This means that within the use by date, all the product characteristics of atta will
be intact, post which it may not retain all the characteristics.
